When entering the country, drivers of vehicles with a Ukrainian registration need to have a Green card certificate or border insurance. Control of this documentation is performed by the border police. Ukrainian drivers should have entered Romania first with the respective insurance documents, but there are cases when the border insurance is signed in Bulgaria too.

The Green card certificate can be displayed both as a paper document and a PDF document on an electronic device, for example a mobile phone.

Border insurance can be purchased from insurers or insurance brokers and its price will depend on the policies of the respective insurance company.

When a road accident occurs and it is caused by a vehicle with license plates from a different country that uses the Green card system, which is the case with Ukrainian vehicles, you have the following options:

- If the victim of the accident receives information concerning the name of the Ukrainian insurer, for example obtaining it from the Green card certificate, the victim can look up who the correspondent for that Ukrainian insurer is for Bulgaria, using the web site of the National Bureau of Bulgarian Motor Insurers – (https://www.nbbaz.bg/?cid=11). The role of correspondents is to process claims in similar cases. The victim of the accident should contact the correspondent of the Ukrainian insurer in Bulgaria.

- In case the victim cannot find information on the correspondent entity or does not have access to information on the insurer of the Ukrainian driver who caused the accident, the victim can contact the National Bureau of Bulgarian Motor Insurers for assistance, listing the license plate number of the motor vehicle that caused the accident.

If the vehicle with Ukrainian registration that caused the accident has border insurance issued by a Bulgarian insurer, the accident victim should contact the insurance company that issued the border insurance.

  1. What can victims of road accidents who are Ukrainian citizens do, when the vehicle that caused the accident has a Bulgarian registration, when it comes to claiming damages under insurance?

In cases of road accidents, caused by vehicles with a Bulgarian registration, the Ukrainian citizens who are victims in the accident should contact the Bulgarian insurer under the obligatory third-party liability motor insurance, used by the vehicle that caused the accident, when it comes to filing damage claims. Checking the name of the Bulgarian insurer of the driver who caused the accident and the number of the insurance policy can be performed using the website of the Guarantee fund (http://eisoukr.guaranteefund.org/searchpolicy?pc=1,3&l=bg). If needed, victims can contact the Guarantee fund for assistance in obtaining this information.

If the motor vehicle that caused the accident has no obligatory third-party liability motor insurance, Ukrainian citizens who are victims in said accident should contact the Guarantee fund.
